How can newspapers invite community contributors without promising publication?

Community contributions can bring useful local knowledge into a publication. Clear guidance helps contributors understand what to send and gives editors a consistent way to review material without creating an expectation that every submission will be published.
What should contributor guidance cover?
Describe the subjects and area you cover, the preferred length and the information needed to check a submission. Ask for a contact person and relevant sources. Explain that promotional claims and personal allegations need appropriate editorial review rather than automatic publication.
What should be explained about pictures?
Ask who created each image and whether permission to submit and publish it is available. Request accurate captions and names where appropriate. Do not treat an image found online as something the contributor necessarily has the right to license.
How can the process remain clear?
State how editing, acceptance and follow-up work. Distinguish acknowledgement from a publication commitment, and explain any payment or unpaid-contribution arrangements in advance. Give people a contact for questions rather than relying on an unexplained upload form.
